Clinical Administration and the University Eye Center

The University Eye Center (UEC) is chartered under Article 28 of the New York State Public Health Law.  The executive director of the University Eye Center is the vice president for clinical administration and is responsible for the planning, operations and quality of patient care services provided within the clinical facilities of the College, as well as in its satellite and extramural clinical programs.  Administrative officers with the UEC include the director of clinical operations, director of patient financial services and the chief medical officer.

Providing excellent patient care at the University Eye Center requires effective leadership, which provides a framework for planning, directing, coordinating, providing and improving health care services.

Vice President for Clinical Administration and Executive Director of the University Eye Center

The vice president for clinical administration/executive director (VPCA/ED) is responsible for the overall operation of the University Eye Center (UEC), the patient care facility of the SUNY College of Optometry through fiscally responsible strategic planning, the effective organization and management of resources, and the expansion of patient care services. The VPCA/ED provides leadership and direction in the areas of patient care operations, billing/coding and finance, credentialing and regulatory compliance. The VPCA/ED provides direction to the chief medical officer, the director of clinical operations and the director of patient financial services and reviews the clinical education needs within the context of a patient care facility in collaboration with the vice president for academic affairs. The VPCA/ED is a member of the President’s Council and works collaboratively with senior management to advance the goals and mission of the College.

Chief Medical Officer

The Chief Medical Officer provides senior clinical leadership to the medical staff of the University Eye Center and assures the effective and efficient delivery of the highest quality eye and vision care services consistent with the mission and vision of the SUNY College of Optometry. The Chief Medical Officer oversees the implementation of quality improvement efforts designed to encourage innovation, improve clinical performance and education, support research and maintain compliance with the New York State rules and regulations governing Diagnostic and Treatment Centers, HIPAA and other accreditation standards.

Director of Clinical Operations

The Director of Clinical Operations reports directly to the Vice President for Clinical Administration /Executive Director of the University Eye Center. She provides oversight in the areas of operational efficiency, patient access and regulatory compliance to the clinical services, medical records, referral service and call center in order to plan, coordinate and implement service delivery changes to meet and exceed patient expectations. The Director of Clinical Operations participates in policy development and keeps abreast of regulatory changes and requirements as well as direct the administrative/operational activities of the University Eye Center.

Director of Patient Financial Services

Reporting directly to the Vice President for Clinical Adminstration/Executive Director or the University Eye Center, the Director of Patient Financial Services oversees the financial operations of the University Eye Center including patient accounts, billing, accounts receivables, collections, denial management, financial screening, and analysis of data for internal and external reporting requirements. The Director of Patient Financial Services participates in policy development and ensures that staff members comply with all applicable regulatory changes and requirements.

Clinic Council

The Clinic Council conducts the clinical business of the University Eye Center staff.  The Clinic Council makes recommendations to the vice president of clinical administration for matters regarding the welfare and management of the University Eye Center.  The Clinic Council also recommends action to the chief medical officer on clinical matters.  The Clinic Council coordinates the activities and general policies of the various services.  It assures that the professional care and treatment for patients are in accordance with the highest standards in optometric care.

The Clinic Council is an advisory group to the vice president for clinical administration and engages in discussions relating, but not limited to, the strategic plan and the mission of the UEC, staff membership, the provision of quality patient care, effectiveness and efficiency of all patient care related activities, the educational process within the context of the patient care setting, affiliated sites, departmental and external relations, credentialing, quality assessment and improvement, environmental and safety issues, professional and regulatory requirements and operational policies and procedures.  Membership on the Clinic Council includes the vice president for clinical administration, chief medical officer, director of clinical operations, director of patient financial services, vice president for academic affairs and the service chiefs.
